Business Development Services

Sustainable business practices and social justice are important elements in the business side of primary health care – and ones that our Business Development Service team thoroughly understand. Their clinical and financial backgrounds give them the edge when dealing with clinical, management and administrative staff within the Rotorua Area Primary Health Services (RAPHS) network.  Business development services are provided by our partner RGPG Ltd.

Registers and database management

Our business team manages the RAPHS patient age/sex register, and administers, processes and submits claims to HealthPAC (the claim payment facility for the Ministry of Health), which validates the claims and makes the necessary disbursements. The team also extracts, prepares, validates and exports the age/sex register to the various HealthPAC service utilisation reports and providers lists.

Our business development service also provides database management and financial support for the Care Plus and Palliative Care clinical programmes managed by our partner RGPG Ltd.

Fee review management

Any proposal by a General Practice to increase patient fees may be referred to a service fee review. To help GPs with their proposals, our partner RGPG Ltd provides members with specialist advice as well as a tool kit that makes it easier to extract and analyse supporting information. Many practices find this service valuable as it contributes to the likelihood of a successful outcome.

Internal invoicing and claiming

Our business development team takes care of all invoicing and claiming for RAPHS clinical programmes (under contract to PHOs, DHBs or MoH). If required, it also can provide invoicing and claiming services on behalf of individual practices.

Business excellence programmes

By analysing a practice’s business closely, we can help identify the flow-on effects of various factors such as salary increases, or changing patient demographics. Gaps and inconsistencies can be identified, highlighted to the practice principals and translated into actions that could reduce waste or under-claiming, increase profits and reduce financial pressure on clinical staff.

We have developed a ‘business toolkit’ for practices with loads of business tools and advice on:

  • Primary health organisation management
  • Financial management (e.g. fee reviews)
  • Practice management (e.g. human resources tools and templates, procedures for dispute resolution/dealing with complaints and templates for OSH, health and safety, quality policies)
  • Cornerstone accreditation (legislative guidelines, business guidelines)
  • Emergency and pandemic planning
  • Resources and services provided by RAPHS.
